the second is the one who uses suiton (water style). i agree with the comment above, shodaime's (or shodai, whichever the english version calls him) OMFG explosion (that is what fans on youtube have labeled it) is sick! it causes a lot of damage as well. the first was like the second on steroids, he created the leaf village's foundation, he fought kakuzu of the akatsuki and madara uchiha and he defeated the latter, he has mokuton. i also like the thirds pyramid thing. nidaimes waterfall puch is okay. flash's technique is stupid. i know he created the flying thunder god seal, but he should at least use rasengan as well. he should do his special then teleport in front of the enemy and use rasengan at the very least. tsunades techniques are pretty much the same.
True true true the first hokage has the most powerful special in terms of damage and*the fourth's special sucks he could of had a special where he Flying Thunder God all over the place while hitting the opponent and another*could be some sick rasegan combo with lighting chakra(remember even though Jirayai diidn't combine frie elenent and and rasegan he does in the game).Another could be some lightning element*jutsu.the possiblitites are limitess*

Second Hokage is so awsome and his jutsus are the better than the First Hokage.

the second has the infte darkness jutsu as a regular move
