Jiraiya is the one that does rasengan, but not in his special.* It's one of his combo attacks (called spiral palm).* Hit O three times, but on the third O, I believe you hit the right key, or wherever your opponent is you hit the arrow key in that direction.

it looks like rasengan but its just chakra in his hand to make the punch stronger.
