Yeah I think 1 ultimate jutsu per match would be fine. But you can only use it after you knock out your opponents health like fatalities. Maybe next time

They should have done the ultimate jutsu's like fatalities. You take out your opponents health the screen blinks red and you perform your ultimate jutsu.
