    This is a long list but i would love to play a game with all these characters unlocked cause on most naruto and avatar game they just slack off with the ninja storm game. I hope that they step it* up and make it really fun and not boring.

    The only way that will happen is either we get something like SJS where the character selection follows the manga and not the anime (which I hope will happen), or we get the same thing as the Japanese because gaming companies finally figured out that Naruto fans read translated Japanese comics and are just as far in the series. However, you forgot Akatsuki names from the list, but I'm pretty sure they won't be in the game.
