Good call with summarizing the storm packs and offering the tips. *For any of you that think this "ruins" the game for anyone just remember that it only "ruins" it for the people that read this thread and for the people that CHOOSE to "ruin" it for themselves.
You must download the content from the same Playstation Store region you're playing your game from.
Example, if you imported the US version of the game - you have to go to the US Playstation Store to download the missions/characters. *If you have the European version of the game, you have to go to the European Playstation Store.
Since you're in Kuwait, you probably fall under the European Playstation Store. *Did you get the European version of the game too?
The reason you have to download from the same place that you get the game from is because of the game ID codes.
When you download content, it extracts to a folder on the PS3's hard drive with the game ID code. *Then when you play that game it looks in that folder. *So you can see, if you download content for Europe it unpacks in a folder named "BLES-00371" and then if you play the US version of the game it looks in the folder named "BLUS-30200". *Since they don't match up, it doesn't find the downloads.

The Playstation Store does charge for some stuff, but thanks to Namco/Bandai's good intentions all of the Ultimate Ninja Storm downloadable content is free.
