its hard to tell while kakashi does have sharingan but guy does have his taijutsu and kakashi cant use his shringan on guy since he figured out how for him to not use it on him by just not looking at his eyes

People overlook the fact Gai CAN USE ninjutsu/genjutsu, he just preferes taijutsu.

(proof is when he summons the turtle at the start of the series :P)
