I already played Narutimate Hero 3 (UN3) too. I bought it at www.play-asia.com I also have Narutimate Accel. But in Japanese .

In order to do so, you have to order-in the correct items for your system, you can either get a 'jump disk' or an 'override chip' for the system. I'd recommend the jump disk before the override chip because that way you won't void your warranty on the system.

just google Mod Chips for Playstation 2 and you'll be fine.

Afterwards, import the game from either Play-Asia, Yes-Asia or Ebay, it's expensive so you have to search and compare, wait for sales, the price may be low, but the shipping will kill the price, I wouldn't recommend Ebay, cuz chances are that the shipping alone can cause the game to cost over 100 bucks US.
