he means at the begging kisame itachi etc will not be playable right away. you have to complete the story mode first.

I'm gonna use Sasuke first, then Kiba if he's unlocked from the get-go. But my favorites and the ones i'm looking most forward to is Itachi and Kimimaro.

well after i unlock everyone, idk. Everyone has such awesome and unique fighting, it'll be hard, but I've narrowed it down to my top 5 characters who i want to try the fighting style of.

Sasuke, Gaara, Neji, Kiba, Itachi.

well if its at the beginning then we dont know...because we dont know who will be unlocked initially

I think one of the reviews said. It was just the leaf gennin that you start out with.
