According to the customer service reprisentative from GameStop Corperate, GameStop has run out of pre-order bonus codes for Ultimate Ninja Storm. *In fact, some GameStop stores weren't allowed to list pre-order bonuses for the game in the first place (many store owners and managers weren't aware of a pre-order bonus). *This is an odd circumstance, but according to the corperate GameStop customer service reprisentative the only thing that can be done at this point is to contact Namco/Bandai directly. *If you pre-ordered the game and you did not recieve your pre-order bonus code scan your receipt (you can use the picture from Mission 52: Pre-Ordering The Storm) and contact Namco/Bandai regarding the problem.

GameStop is*falling back*on "All pre-order bonuses are advertised as 'limited supply' ". *Essentially GameStop is saying, "forget you, Naruto fans".
UPDATE 3:
Some GameStop locations will honor the pre-order bonuses of other stores. *If you did not get a pre-order download card from GameStop then you should go to the GameStop you pre-ordered Naruto: Ultimate Ninja Storm at and ask them to call the other locations nearby to see if they have Pre-order bonus DLC cards. *If another location has the card, ask them if they would mind holding onto it for you for the day, and then go to the other location with your reciept to confirm that you pre-ordered Naruto. *Not all GameStop locations are doing this, so make sure you are nice and courteous.
This is the end of the story, GameStop is unwilling to fix their mistake - so if none of the GameStops in your area will give you a pre-order bonus DLC card you are out of luck.
UPDATE 4:
According to Shonen Jump, Storm Pack 1 and Storm Pack 2 will be available to the public March/April 2009 on the PSN without the need for a pre-order code.
