Because it's not the Ultimate Ninja 2 teaser/announcement. *This is an advertisement for an internship program for Japanese college students. *It's silly how people who don't speak/read Japanese think anything with a Naruto picture on it on a Japanese website is an announcement for a new game/movie. *If you can't read Japanese please use this basic translator:

That depends, information is pretty prone to be leaked easily but I've never herd any leaked info about Naruto games before so this may not be the case.
Also, The playstation network has a monthly virtual magazine called Qore. It reports on the latest Sony gameing news, so NUNS2 could be annouced first there, then here, It all depends on when and where NAMCO BANDAI would like to release their information first.
