S Rank Criminal or Kage?

If you were to enter the Naruto world and you get to choose what you want to be between these two which will you pick? To be an S Rank Criminal where everyone fear you yet hunt you down to assassinate, or to lead a village and start a new generation of Shinobis? Which one?

i would be a kage (preferably hokage, after naruto of course) simply because i want people to look up to me not fear me
