Rock lee without a doubt.The hardwork that he puts into his craft deserve respect. Neji is a naturally gift dude that has insane natural abilities but you cant really determine his motivation or drive because everything that he does is perfect.

Rock Lee was probably stronger, but after the Timeskip Neji surpassed Lee easily. It's even proven because Neji is a Jonin, Lee's only Chunin.
