DLC is Downloadable Content. We have no way to tell what the DLC will be, but I don't think it will be Japanese VOs. Maybe, like in ROAN, it will be something like extra characters (that would be awesome).
And no, this doesn't look like Uzumaki Chronicles at all, and I hope they leave out the Japanese Vo, cause it takes up too much space, and is lame. The original voices in Japan were terrible and didn't fit any of the characters, except in Shippuden.
I hope Japanese VO is included on the disc...These Blu Ray discs have more space for a reason, lets see them being utilised for a change!
As for the main topic of discussion here, I don't think NUNS will be a knock of NUC2 for a couple of reasons. Firstly, the game was pretty poo. Hopefully people have realised this and figured out why (random battles during travel between missions?! - HOW ANNOYING - especially because its in the same area over and over...I digress)
Secondly, its partly an open world game; the whole of Konoha and Forest of Death to roam around in This should take the linearity away from the likes of NUC2.

As far as the language portion goes, text-wise, it will actually implement English and French. But for the voiceovers, we actually have English and Japanese voiceovers.
