The simple talents of skateboarding evolves here. Where only the greatest of pro skaters meet up to compete. The Tiger Claw World Cup, a contest held every year in New York City. It's been going on for at least fourteen years now. The fifteenth year anniversary is coming soon, so contestants gather around from across the nations, to show off their incredible moves and win the grand prize: five thousand dollars and a one-of-a-kind Tiger Claw skateboard. With their minds set on winning, teenagers travel from distant locations to ride their decks down to victory. However only one can emerge to be the best.

While skaters arrive by the hundreds, though, a great evil watches over from the shadows. This threat to man-kind is known as Neon. A strange, shape shifting human who leads a gang called the Dirty Deeds, or the DD. Nobody on Earth has heard of him or his gang until now. To what it seems, he plans to somehow take over the world, and is going to use the Tiger Claw World Cup to do so. That's because the special Tiger Claw skateboard that's given to the winner has mysterious, unimaginable powers. Neon ends up murdering the person in charge of the Tiger Claw World Cup and shape shifts himself to impersonate him. Then, he waits for the contest, which by now has already begun, to finish up and decide on a winner. While the rest of the DD enter in as regular teenagers.

As the competition closes up and everyone awaits to see who the winner may be, a group of skaters discover that the person now in charge of the Tiger Claw World Cup isn't who he says he is. That's because they witness Neon shape shift back into the person after discussing something with the DD. Due to this, the DD attempt to kill these skaters so that they don't blow their cover. However they fail since the teenagers escape with the secrets of who's now behind the Tiger Claw World Cup.

Afterwords, the ceremony ends and a single skater is picked as the winner. The ones who found out about the DD try to warn him, saying that he has to leave or he'll die. Trapped in his own obnoxiousness, though, the winner suffers the fate of death as Neon kills him, trying to steal the skateboard. During so, the skaters snatch the special Tiger Claw prize and bail before the DD can lay a finger on them. That's when they realize that they may have got themselves into more trouble than they can handle.

The story will continue on from there as this group of skaters must find a way to stop the DD from trying to take over the world. They have to protect the Tiger Claw skateboard and find a way to get rid of Neon. Regardless of all the dangers that they will encounter during their quest.
