Top 10 Strongest Shinobi of all Time ...

Hey everyone, Im getting tired of trying to figure out who are the strongest shinobi in Naruto. I want to be able to have a 99.9% chance that these are the strongest 10 shinobi of all time.

So with that said, Id like you to help me figure this out.
Please post if you have suggestions, comments, questions, or concerns.

Here is how I think the list of the top 10 should go...

1. Hashirama Senju
2. Madara Uchiha
3. Minato Namikaze
4. Hiruzen Sarutobi
5. Yondaime Raikage
6. Tobirama Senju
7. Itachi Uchiha
8. Naruto Uzumaki
9. Sandaime Tsuchikage
10. Kakashi Hatake

If you think the order is wrong please comment and tell why or what order.
Or please tell if you think somebody should be removed and another shinobi should be placed in that spot.

I have my reasons for each of those shinobi being placed there.

I've thought about this a few times and always get stuck when it comes to where Nagato, Naruto, Itachi, and jiraiya should be. Itachi says that jiraiya is stronger than him or something like that in the first series but then in shippuden it's hard to see how that's possible even though he's partly blind and deathly sick...lol (after learning itachi's secret makes you think it was just an excuse not to fight him) . We know Nagato/Pain kills Jiraiya and Naruto in a way kills Nagato but he knew because of Jiraiya's code that the Pains were being controlled by someone else. So yeah o_o You have Kakashi in there but not Jiraiya? ><

If Itachi knew about Sage mode then he might not have been lying about Jiraiya being an even match for both of them. Jiraiya was able to take down several of pains bodies and only lost in the end because of Pains completely broken ability to restore them.

That's true, but we never really got to see just how much Itachi's susanoo's sword and shield could do because he was sick and couldn't hold it for long and didn't wanna kill his little brother...hmm, I'd still put jiraiya in there somewhere above Itachi just to be sure lol
