I think it'll be from the beginning of Naruto to the latest Team 7 reunion, from what I've gathered at least, and as for the gameplay I think it'll be A LOT like Storm 2.
So I'd say this game'll be like a NUNS 2.5 rather than NUNS 3, and keep us entertained 'til the manga closes it's current arc and they start working on NUNS 3
Now I can't say anything for sure, but this is what I've read at least :/
well now looks like you took the words rite outta my head thats what I was thinkin cuz read about it as well as for the release date it be weird if this where come out around the start or middle of the 4th shinobbi war in the anime cuz stated fo spring 2012 but to do the story from the ground up that could take a whole year fo that though it the first storm that long to finish almost a whole 12 months fo # 2 but I could be wrong though.

Naruto Shippuden: Ultimate Ninja Storm Generations will cover all of the canon story arcs from Naruto and Naruto Shippuden. This includes the Zabuza/Haku arc from Naruto to the recent clash between Naruto and Sasuke after the recent Kage Summit.

Story mode will be huge, but different from Storm 1 and Storm 2. The story will progress from different characters points of views. For example, the Zabuza/Haku arc will be played from their point of view.
The gameplay for Generations will be similar to Storm 2. Jutsu clashes are not planned at this stage of the development and neither is training mode
Storm 1 characters will have short ultimate jutsus to keep fights fluids in online mode like in Storm 2 rather then the long, cinematic ones in Storm 1
Like Storm 1, there will be some characters that are playable and others that are support only. This is because for some of the characters, like Iruka, many jutsu have not been shown. CC2 does not want to invent styles and attacks for characters as they may be shown in the manga. They want to wait until the end of the Naruto manga to make a true sequel to Storm 2.
The team at CC2 realized that the online experience in Storm 2 was unbalanced, with many of the top players always selecting Sage Naruto, Pain, Minato, and Deidara. For Storm Generations, the CC2 teams hopes to have all the characters, new and old, be balanced. In otherwords, a fair fight can take place between Naruto Part 1 and Naruto Shippuden characters.
Matsuyama states that other then Zabuza and Haku, there will be characters from Naruto Part 1 that didn’t make it into Storm 1.
Matsuyama also stated that Generations will have characters from Naruto Shippuden that didn’t make it into Storm 2. It’s unlikely manga-only characters will make an appearance.
Just like in Storm 2, variations of same character will be playable. For example, Naruto and Sage Naruto.
Generations will have multiple online modes and possible downloadable content. For Storm 2, downloadable content was not included because the team at CC2 were busy with other projects
That is the exact same thing that I read a while back on SI... It says that the gameplay'll be like Storm 2, but hopefully there will be some tweaks to it.
I really wanna see how they fix the more powerful characters to balance the game
@Ituke - If you're copying other people's text, at least give them credits at the end
Even IF (and it's a big if) Generations is just Storm 2.5 is that really such a bad thing?
It's a fighting game after all and how much can you expect a sequel to have other then more characters and stages and some gameplay tweeks to hopefully make things more balanced?
No, I don't think it really think it is a bad thing, not at all. This is really what the next game should be like at this point. I like Storm 2 a lot, but there're some gamebreaking elements in it that just... Yeah.
Besides, according to the translations on SI fr the most recent interview they flat out go and say:
"The main reason it’s called Storm Generations is that it’s not a true sequel to Storm 2."
But I don't mind if it turns out to be a tweeked Storm 2, that is kinda what I'd expect. I really, really hope that they change some of the really bad stuff in the game, and maybe add something new to the mix. But Storm 2 with more characters and stages, yeah, I'll buy that for sure
Now what the "real" 3rd Storm is going to be like, there's no telling at all. But hopefully, when the time finally comes, it'll be a superior game to Storm 2.

Kinda How like DragonBall Z: Burst Limit was like a "Beta" for DragonBall: Raging Blast. I think there just trying to give us something to do for a while.
